Work of the First Council

1、Playing the roles as an organizer and coordinator in conducting intensive research on the issue of investment environment concerned by enterprises and the government alike. Over the last seven Year, the Association has been committed to promoting Chongqing’s investment enterprises as its major task.

Conducting in depth research to assist the government and enterprises in improving Chongqing’s environment. 15 research reports have been submitted to the Municipal Committee and the Municipal Government over the last seven years.

Communicating with the government and enterprises at all level through different ways. Government officials and key contacts in the Departments have been invited to give lectures on overall situation of Chongqing for twelve times The Association organized a series of lectures and seminars for the foreign investment enterprises targeting different countries and regions , such as EU , Japan and Hong Kong

Taking active part in assessment and research on Chongqing’s current situation of investment environment. The Association has been organizing foreign investment enterprises to participate In the Municipality’s annual assessment on investment environment since 2003.

2 Protecting the rights and interests of foreign investment enterprises by responding to complaints and requests actively. The Association has handled 83 significant complaints and over 800 ordinary complaints in the seven years

3、Strengthening ties and communication between membership enterprises and organizing Various entertaining activities for the enterprises therefore improving cohesion among the Association.

Organizing actively entertaining and sports activities and parties within membership enterprises has been valued as the priority of the Association’s work. This is an effective way of serving maintaining goods relations and communications with the members. There have been above 100 activities organized by the Association with over 10 thousands participants in total over the seven years.

4 Helping enterprises tackling problems and offering personalized services therefore nurtu ring a good environment for their development .The Association is committed to improving its service quality and providing members with comprehensive packages of services Apart from the common services, the Association is also providing “personalized services” to its members with average 70 cases Per year.

5、Conducting a diversity of tailor-made training courses to members therefore creating a good environment for their development.One of the major services of the Association is to organize training for the members ,help improving the performance and skills f the working staff at the Secretariat and to decrease enterprises’human resources cost The Association has organized 35 training programmes with increasing number of participating members each year and more than thousands participants in total

6、Providing valuable information service to members by making best use of the Newsletter and its website.Offering information service is regarded as an important way of communicating with members.The journal of the Association,Newsletter ,features the columns of “Policy &Regulation”, “Latest News”, “Enterprises”, “Introduction to the membership Enterprises”, “Information Center”etc ,and has added new columns such as “Chongqing in the eyes of foreign investor”, “Enter WTO”, “Forum on industry associations”,Newsletter teaches its 65 issues with over2.34million words and above 200 pieces of foreign policies & regulations and information.The Association edited six proceedings of Laws & Regulations Compilation.Its website was set up in 2003,covering the columns of “policy＆regulations of foreign investment,” “work & functions”, “new”, “request process”, “online complaints” “membership service”, “enterprise briefing”,etc. The number of viewers has risen up to over 30,000.Meanwhile,the Association has publicized over more than enterprises and organized three large-scale propaganda campaigns.

7、Completing tasks entrusted by the government to a very high standard，and making efforts in expanding its membership services to new areas.The prerequisite of winning the government’s support is to demonstrate good performance in completing tasks assigned by it. Over the seven years．the Association has mediated the dispute resolution on the diplomatic note by a foreign consulate in Chongqing regarding the city’s existing problems of investment environment .It performed 3013 annual exams for the foreign investment enterprises and filings for 446 enterprises in Chongqing．It verified 1 6 product-to-export.

8 Pushing on the its internal reform and construction，to meet the needs of changing environment.Self-improvement is not only the requirement for the Association to perform well，but the primary task of adapting to new environment and achieving its new objectives.

3)Improving staff’s morality and merits at work．The Association is people-oriented and strives to improve the sense of responsibility，mbitions and commitment of its staff，to enhance their skills and capabilities Currently，all staff at the Secretariat is college or university gradates The working force therefore consists of professional and highly skilled young people,who are highly committed and devoted themselves to the work.
